TLGA HOA Board Meeting Structure

The TLGA Board holds a meeting almost every month, on a weekday evening. The dates are posted far in advance on the TLGA website under “Calendar”. These meeting are for the purpose of discussing the management of the TLGA business and community. Topics might include reviewing work done on the wells and parks, bank statements, payments and invoices. They also address topics brought forward by HOA members and areas in need of improvement or updating in the community. Members may contact the board if there is an item they would like the board to consider as a meeting item. The agenda for the next meeting is posted in the “Calendar” the week of the meeting. Please print a copy if you plan on attending. A draft of the minutes will be posted a week after the meeting under password-protected “Board Meeting Minutes” in the “Members Only” tab. The approved minutes will be posted after the next meeting.

Meetings are currently held at the East Olympia Fire Station. However, we are looking for a different location because the firehouse does not have WIFI or a cell signal.

Who Can Attend?

HOA members are invited to attend the monthly meeting and strongly encouraged to attend the annual meeting, usually held in May. Only lot owners in good standing, whos name is on the title of the property can attend the meetings.

According to TLGA CC&R’s Section G-2 ” Upon the contract purchase of a lot the new lot owner automatically becomes a member of the Tempo Lake Corporation with the power of one vote per lot.” According to Article 1, Section 5 of the TLGA By-Laws, “Membership may be terminated by dropping, expulsion, or for non-payment of dues. ” (and assessments)

The HOA lawyer who represents TLGA further clarifies: “under RCW 64.38.010 (14) “Owner” means the owner of a lot, but does not include a person who has an interest in a lot solely as security for an obligation. “Owner” also means the vendee, not the vendor, of a lot under a real estate contract. Typically, an authorized agent is someone appointed as such under a power of attorney which requires a notary of the owner’s signature. See RCW 11.125.020 Definitions. (1) “Agent” means a person granted authority to act for a principal under a power of attorney, whether denominated an agent, attorney-in-fact, or otherwise. The term includes an original agent, coagent, successor agent, and a person to which an agent’s authority is delegated.

If an unauthorized person comes to a meeting, they will be asked to leave. The meeting will resume after their departure.

The TLGA board tries to follow Robert’s Rules to run the meetings. If a member wishes to speak at a meeting, please raise your hand and wait to be called on. Please keep your comments brief and respectful. Comments are not always allowed. If members are distracting to the meeting they will be given a warning. If they do not stop the distracting behavior, they will be asked to leave

Executive Session

There is an Executive Session at almost every TLGA board meeting. The board discusses private matters concerning individual lots or evaluating new contracts. No votes are allowed in Executive Sessions. If a vote is necessary, it will be held after the executive session has been adjourned and returned to the regular meeting. If HOA members are present at a meeting, they will be asked to leave during the executive session and, If they are still on the campus, informed when the regular meeting resumes.
